The Crucial role of education in a modern developing nation is widely recognized. In the growth of a developing nation, it is a truism to state, educational needs are imperative and its problems need to be dealt with urgently. Of course, these needs and problems had been taken into consideration during the national freedom movement. It was especially Gandhiji who gave a great deal of his attention to the problem of developing a suitable sysytem of education which would be workable at all of our societal levels. A few national institutions of higher education and research were also founded during this period. A seminar on the Management and Organization of Indian Universites was organized under the joint auspices of the Indian Institute of Advanced Study, Shimla, and the Mysore University from the 13th to the 21st of January, 1971, in Mysore. The general problem was divided into eight major themes in the circulated working Outline, on each one of which a working paper was invited from the experts concerned. Several sub-headings were also suggested under each theme-which formed the agenda for the seminar-both for discussion as well as for acting as pointers in the preparation of working papers.It may be emphasized here that the main focus of the Outline Plan of the Seminar was on the Problems which require resolution i.e the purpose of organizing such a Seminar was to come up with atleast some concrete proposals.
